Horseshoe Lake POA Minutes
A POA meeting was held at 10am on March 26, 2022 at Restore Texas Ministries’ Chapel located at 3126 State Highway 19.
Board Members in attendance were Monte Robinson, James Webb, and Brendalyn Webb. Debra Robinson did not attend.
Meeting was Opened
Minutes
- Written minutes were presented and time was given for members to read them.
- David DeFranco made a motion to accept the minutes as written.
- Sheldon Ellis seconded.
- Motion carried unanimously.
Culvert Installation
- Monte Robinson made a motion for the POA to start charging $1,200 at closings for the installation of a culvert upon the sale of all lots. ¶ The money is to be used for the purchase of a culvert and the necessary building materials for the installation of the culvert at said lot; such as stabilized sand, rock and the necessary labor. ¶ Homeowners shall receive a refund from the POA if they install their own culvert, so long as it was installed under the direct supervision of the designated person of the POA. The designated person of the POA shall be involved in all decisions and steps of the process; including, but not limited to, construction materials used, size and material of culvert, and orientation of culvert as related to the road. ¶ If the POA Board and/or their designated person determines that a culvert is not needed for proper drainage, or that if an existing culvert is in good condition and provides proper drainage, a refund shall be issued as soon as possible.

- Motion carried unanimously save a one vote abstention.
Elections

Term
- The members were informed that newly elected board members would serve through the remaining terms of the founding board members. The members were informed that newly elected board members serve through July 8, 2023.

Vice President
- Felix “Binkey” Parsons and Rick Arciniega were nominated for the office of V.P.
- They both accepted their nominations.
- It was decided to hold a secret election due to the office being contested.
- Ballets were passed to each POA member with their vote count noted on their particular ballet. These ballets were signed by the President, Monte Robinson.
- Brendalyn “Bebe” Webb, the Treasurer, collected the votes. She then tallied the votes. Monte verified the election totals.
- (Monte instructed Bebe to keep the ballets with her financial records.)
- Monte informed the members that Rick Arciniega was elected Vice President.
- Note: the ballet vote for the V.P. took place towards the end of the meeting after all other business was discussed since it was contested.

Secretary
- Darlene Skaggs was nominated to be the Secretary.
- Darlene accepted the nomination.
- The vote for her to take office was unanimous.

President
- Juan DeJesus was nominated to be the President.
- Juan accepted the nomination.
- The vote for him to take office was unanimous.
Next Meeting
- The next members’ meeting was scheduled for May 7, 2022, at 10:30 am, at Restore Texas Ministries’ Chapel located at 3126 State Highway 19.
